I Personally would say that you would not have to pay royalties because that is kinda like a tire company having to pay a car dealership for making tires for a car. See If you do the work you are just makeing the layout not the site. But to be safe read the terms carefully.

Why would you sell layouts? People offer them for free on websites. I highly doubt people will pay for them unless you are a great graphic designer and someone needed a professional layout. So good luck wasting your time.....and I don't think rupert would give a care.
